Meta is pursuing a vision of personal superintelligence that would place highly advanced AI tools in the hands of ordinary people. Mark Zuckerberg has described the goal as making technology powerful enough to help people improve their health and work more effectively.

The central idea is broad access: instead of advanced AI being held by only a small group of institutions, Meta would make it available through products that billions of people already use. Yet widespread availability would not mean individuals control the systems behind the technology. Meta would continue to build, govern, and set the boundaries for the AI assistants it distributes.

How Meta Could Deliver AI Superintelligence to Billions

Meta has an unusually large existing audience for distributing increasingly capable AI. Its apps averaged 3.56 billion daily active users in March 2026, while more than 1 billion people already use Meta AI every month.

That scale makes the company’s approach more practical than requiring people to buy new hardware or sign up for an unfamiliar service. Instead, Meta could integrate more capable AI into the apps people already open every day. Advanced AI could arrive through routine product updates alongside other new features.

This distribution model could make powerful AI tools available to far more people than a limited, specialized service. The technology would be presented as a built-in assistant within familiar Meta products rather than as a separate destination users must actively seek out.

Personal Superintelligence Would Still Be Built and Governed by Meta

Giving users access to personal superintelligence is different from giving them authority over it. The assistant may be personal in how it is used, but its construction, safeguards, and limitations would remain under the control of the company that develops and operates it.

Users would not decide how the models are created or what rules govern them. The most consequential choices—including which tools are available and where their limits are set—would continue to be made by Meta.

This distinction matters because the infrastructure required for frontier AI is concentrated among a small number of companies. Stanford’s 2026 AI Index found that industry produced more than 90% of notable frontier models in 2025. Developing these models requires substantial computing resources and financial investment, concentrating development power among organizations able to fund that work.

Meta’s AI Infrastructure Spending and Development Capacity

Meta expects to spend between $125 billion and $145 billion on infrastructure in 2026. That level of investment supports the data centers and computing capacity needed to develop and deliver advanced AI at a massive scale.

The company’s reach and infrastructure spending create a plausible path for putting increasingly capable AI in front of billions of people. However, the same structure also means that core decisions remain centralized. The company funding the data centers is also the company determining how models are built and which safeguards they use.

Personal superintelligence could therefore expand access to powerful AI without changing who controls its underlying infrastructure. People may receive the benefits of the tools, but Meta would retain authority over the systems’ design and operating limits.

The Difference Between AI Access and Meaningful User Control

The promise of personal superintelligence is that more people could use powerful AI in their everyday lives. Meta’s existing platforms could make that access easier by placing AI in services that already have extensive audiences.

Still, availability alone does not establish meaningful user control. A user could have access to a sophisticated assistant while having little influence over the assistant’s safeguards, limits, or the decisions that determine how it operates.

The key issue is whether users are given meaningful control over those boundaries or simply receive another Meta feature that appears within products they already use. Broad access may be valuable, but it does not remove the company’s role as the builder and governor of the technology.

Americans’ Concerns About Rapid AI Development

Public demand for more advanced AI is not guaranteed. A June 2026 Pew survey found that 63% of Americans believe AI is advancing too quickly. The same survey found that only 8% have high confidence that American companies will develop AI responsibly.

Those findings point to a gap between the ability to distribute AI widely and public confidence in the organizations developing it. Meta may have the audience needed to put advanced AI before billions of people, but users may still question the pace of development and the responsibility of the companies building these systems.

As personal superintelligence becomes more widely available, trust may depend not only on what the technology can do, but also on how much control people have over the safeguards and limitations that shape its use.
